The American Red Cross received $547 million in donations after the 9/11 attacks. But only 30 percent of that loot was used to help the victims. The rest of it was divvied up and distributed to help other parts of the country to prepare for terror attacks. (You know, just in case Idaho is ever targeted by Al-Qaeda.) A year later The New Yorker reported that the money was also paying rent for people who were “displaced, traumatized, or merely inconvenienced” by the tragedy — even if those people were already rich.

The brainchild behind the Red Cross mess, Dr. Bernadine Healy, later resigned. Don’t worry about Healy though; she received a severance package of more than $1.5 million.
