“Pre-cogs,” or people who can see the future, will alert police to crimes before they happen. This allows cops to swoop in and arrest the would-be perps before anything bad happens. Thing is, this all happens in Washington, D.C., and there’s no way lawmakers will allow this to happen, since they’d all be arrested within days.
